Ice two cake layers with Decorating Blue icing .

Using  tip # 4 , pipe zigzag lines on the side of the cake with white icing .

Using tip # 10 , pipe dots on the side of the cake with Snapdragon  icing.

Using tip # 6 , pipe bottom border with Decorating Blue icing .

Using tip # 104 , pipe ribbons on the top of the cake with white and Brilliant Blue icings .

Using tip # 3 , pipe top ribbons and dots on the side of the cake with Snapdragon   icing .

Using tip # 3 , pipe ribbons on the top of the cake with Brilliant Orange .

Using tip # 3 , write message with Brilliant Yellow icing .

Place cupcake picks on the top of the cake .
