1. Mix batches of blue, red and black icings.
2. Ice the cake, combing the sides if desired.
3. Apply Designer Prints™ around the sides of the cake.
4. Use blue icing in a #10 tip to pipe a bottom border.
5. Attach Dec-Ons® decorations around the top edges of the cake, as shown.
6. Use black, red and blue icings in #4 tips to pipe balloon strings and bows.
